Private Property Protection Program Terms and Conditions

The Private Property Protection Program provides a subsidy to property owners or renters who have paid for eligible work performed by a licensed plumber. Eligible work must redirect one or more sources of infiltration and inflow to an outlet other than the sanitary sewer system, or install a new backwater valve on the private sewer service to protect against surcharges on the public sewer system.

The City will reimburse 100% of the cost of approved work, up to $1,500 per property, to property owners who meet the program requirements below. Reimbursement will be paid directly to the property owner.

To qualify, work must have been performed and completed between January 1, 2017, and June 30, 2028.

Qualifying Work Eligible for Funding

  • Installing a new sump pump, or redirecting an existing sump pump, to discharge flows from foundation drains and area drains to a non-sanitary sewer outlet, such as a rain garden, storm sewer, or the ground surface.
  • Disconnecting roof leaders from the sanitary sewer service.
  • Installing a new backwater valve.

Eligibility and Reimbursement Requirements

  • The work must be an existing home improvement, not new construction.
  • The work must be one of the qualifying improvements listed above.
  • Work cannot begin until the application has been pre-approved by the City.
  • The work requires a plumbing permit and must be performed by a licensed plumber.
  • Permit requirements may require additional plumbing work on the property beyond the eligible work.
  • Applications must be received by June 1, 2028.
  • After the work is completed, and no later than August 31, 2028, applicants must provide additional documentation, including an itemized invoice, proof of payment, the plumbing permit number, and a completed federal W-9 tax form.
  • The subsidy covers 100% of the cost actually paid by the property owner, up to $1,500 per property.
  • The property receiving the improvements must be connected to the sanitary sewer system, and its sewer user fees must be current.
  • A property that has received the maximum subsidy amount is not eligible for additional subsidies under this program until at least ten years have passed since the date the prior subsidy was issued. This restriction applies regardless of a change in ownership or use.
